Holistic thinking

By Carl Hinton, 8 June, 2025

As a CTO, holistic thinking is essential to delivering sustainable, user-centred outcomes, fully aligned with the Agile Business Consortium’s principles. I view technology not in isolation, but as part of a wider system that includes policy, operations, user needs, data, governance, and delivery. I ensure decisions are made with full awareness of their wider impact, balancing short-term delivery with long-term strategic value.

I bring together diverse perspectives—technical, organisational, and human—to inform decision-making and minimise unintended consequences. By actively collaborating with policy makers, service designers, delivery managers, and frontline teams, I ensure that technology supports end-to-end service delivery, rather than acting as a standalone function.

I champion systems thinking to identify interdependencies, risks, and opportunities across programmes and departments. I promote reusability, data interoperability, and open standards to avoid duplication and build coherence across services. Through Agile portfolio management and strategic roadmapping, I maintain visibility of the bigger picture while supporting teams to deliver iteratively and responsively.

Holistic thinking also means balancing innovation with stability, pace with security, and agility with compliance. I lead with curiosity and humility, welcoming insight from all levels and adapting approaches based on evidence and feedback.

By integrating holistic thinking into leadership and delivery, I help create resilient, joined-up services that reflect the complexity of real-world user journeys and deliver maximum value.
